TOWN OF LITTLETON, NEW HAMPSHIRE
LITTLETON FIRE RESCUE
REQUEST FOR PROPOSALS
EMS Cost-Sharing Study and Regional Fire & EMS Planning
Purpose. The Town of Littleton seeks proposals from qualified consultants to develop a comprehensive, equitable cost-sharing formula for transport Emergency Medical Services (EMS) and evaluate options for shared or merged fire and EMS operations among towns participating in the study. Littleton Fire Rescue provides transport emergency medical services (EMS) to the towns of Littleton, Easton, Franconia, and Sugar Hill. The study will support sustainable regional service delivery through the GO-NORTH planning grant.
Scope of Work.
1. Review existing fire and EMS service arrangements, municipal agreements, staffing, call volume, response coverage, budgets, EMS revenues, capital needs, and community demographics; identify service gaps and financial pressures.
2. Develop and compare EMS cost-sharing models using factors such as service readiness, call volume, population, property valuation, transport revenue, and capital costs. Recommend a formula and provide town-by-town financial impacts and an editable calculation tool.
3. Evaluate the current structure and alternatives for shared services, consolidated administration, and merged fire/EMS operations. Address governance, staffing, labor considerations, deployment, facilities, apparatus, finances, and implementation requirements.
4. Engage municipal officials, fire/EMS leadership, and other key stakeholders in all participating communities; document priorities, concerns, and areas of agreement.
5. Provide a draft report for review, a final report with prioritized recommendations, financial projections, and a phased implementation plan, and present findings at a joint municipal meeting by September 1st, 2027 for the 2028 budget season.
Proposal Requirements. Include firm qualifications; relevant rural or regional fire/EMS planning experience; project team; approach and stakeholder engagement plan; schedule with milestones and proposed completion date; an itemized, budget; and disclosure of potential conflicts of interest.
Selection. Proposals will be evaluated on relevant experience, understanding of the project, quality of the proposed approach, team qualifications, ability to meet the schedule, references, and cost. The Town may interview finalists and negotiate scope and price with the highest-ranked firm. Award is subject to available funding, grant requirements, and execution of a satisfactory agreement.
Submission and Questions. Submit a proposal by November 23rd, 2026 to Fire Chief Chad Miller at cmiller@littletonnhfd.gov. Questions can be submitted to the same email address through the deadline.
Reservation of Rights. The Town reserves the right to reject any or all proposals, waive minor irregularities, and select the proposal that best serves its interests. Proposal preparation costs are the proposer’s responsibility.
