NHMA offers three certificate programs for members to help them build leadership skills and master the fiscal operations of their city or town.
Academy for Good Governance
Offered in even years, The Academy for Good Governance is a series of seven courses created by NHMA and Primex, exclusively for elected governing body members (select board, town council, city council, board of aldermen, school board, and village district commissioners). Courses are taught by experienced attorneys and staff from NHMA, Primex, HealthTrust, and the New Hampshire School Boards Association (NHSBA). The next session of the Academy will begin in September 2026.
Financial Policies Certificate Program
Offered in odd years, NHMA has developed this free Financial Policies Certificate Program for municipal officials who want to explore and improve the fiscal operations of their city or town. The certificate program complements the updating of NHMA’s publication, The Basics of Financial Policy, which provides municipal officials with an overview of basic financial policies. The eight-course curriculum covers core topics in financial management and is taught by NHMA's Government Finance Specialist. The next session of the Program will begin in May 2026.

From budgeting and municipal law to governance and planning, this structured overview highlights the tools and training already in place to support you in leading your community effectively.
Women's Leadership Institute
The NH Women's Leadership Institute (NHWLI) was established in 2024 as a joint effort between Primex, the Municipal Management Associations of NH (MMANH), and the NH Municipal Association (NHMA). Our mission is to empower and elevate women leaders in New Hampshire’s public sector by delivering essential leadership training and building the confidence, skills, and networks they need to lead and serve their communities with excellence. Applications for the 2026 program will open in June 2026.
