Town of Windham seeks Human Resources Administrator / Generalist


The Town of Windham, NH is seeking an experienced human resources professional to serve as the Human Resources Administrator / Generalist (the HR Administrator) to lead the Town’s centralized HR function and serve as a trusted resource to Town leadership, department heads, and employees. This is an opportunity for an HR professional who wants meaningful responsibility, autonomy, and the ability to shape and improve HR practices in a growing community.


Windham is a full-service community of more than 16,000 residents with approximately 100 full-time employees, three collective bargaining units, and a $22 million operating budget. Conveniently located along the I-93 corridor in southeastern New Hampshire, Windham offers small-town charm, several lakes and ponds, parks and outdoor recreational opportunities and easy access to Boston, the Seacoast, and numerous recreational and cultural amenities.


The HR Administrator oversees a broad range of municipal HR functions and will have a significant opportunity to review, modernize, and improve the Town’s employment and personnel policies and practices. Key responsibilities include:
•Serving as the Town’s principal HR resource for employees, department heads, and Town leadership
•Developing, reviewing, and recommending personnel policies and practices
•Administering employee benefits and personnel programs
•Supporting employee and labor relations, including three collective bargaining units
•Ensuring compliance with federal and New Hampshire employment laws
•Coordinating recruitment, hiring, onboarding, separations, and personnel records
•Managing the employee evaluation and performance management system
•Coordinating employee training and professional development and supporting workplace safety initiatives


The Town is seeking a collaborative, knowledgeable, and solutions-oriented HR professional with five years progressively responsible experience. Municipal or public-sector HR experience is strongly preferred, as is experience with collective bargaining and employee/labor relations. A bachelor’s degree in human resources, business, public administration, or a related field and SHRM-CP, SHRM-SCP, or comparable professional certification are preferred. Equivalent combinations of education, experience, and credentials demonstrating the ability to successfully perform the position will be considered.


Starting salary: $100,000 – $110,000 annually, dependent upon qualifications and experience.
The Town offers a competitive benefits package, including:
•25 days of earned time per year

•Participation in the New Hampshire State Retirement System Group 1 defined benefit pension
•Supplemental retirement plan with a 5% Town contribution, in lieu of Social Security
