Municipal Services Director

JOB SUMMARY: 

The Municipal Services Director is a full-time, department head position responsible for supervising, directing, and managing all administrative and technical aspects of the 7 divisions of the Municipal Services Department: Administration, Highway, Solid Waste, Mechanical Garage, Buildings & Grounds, Water and Sewer. 

The Municipal Services Director performs highly complex administrative and professional tasks associated with the management of various assigned activities, programs and policies of the department and its’ seven divisions; assumes responsibilities for short- and long-term planning activities relating to City infrastructure; interacts with the public, City management team, City staff, contractors, utility companies and various governmental agencies. A primary responsibility of the Municipal Services Director is to act on the City's behalf as the "Operator of Record" for the City's Water and Sewer Divisions, as required by the State of New Hampshire. 

 

ESSENTIAL JOB FUNCTIONS: 

Planning and implementing short term, long term and seasonal projects. Establishes annual goals, objectives and strategies for divisional projects and programs to ensure efficient organization and completion of work. 

Manages special assignments and programs; oversees special projects and contractual services; ensures compliance with State regulations and City ordinances. 

Prepares bid specifications; oversees purchasing and City code compliance as it relates to the operation of the seven divisions of the Municipal Services Department. 

Coordinates divisional operations developing various schedules and projects with the Deputy Director and Division Foreman. 

Works with other departments, state and other government agencies, utility companies and the general public regarding established policies relating to departmental operations, maintenance and other construction related matters. 

Directs employee evaluations, training, loss management, disciplinary action and personnel related matters. 

Writes detailed technical reports, prepares recommendations based on analysis and interpretation of data and presents reports, as required, to the City Manager, Mayor and Council. 

Assists in plan design and specifications, using various sources of background information for programs and projects to meet the needs of the City. 

Develops departmental annual operating budget and capital improvements program. 

Attends meetings involving local, state, regional and federal agencies on matters relating to the City. 

Responds to citizen inquiries and requests resolving conflict and recommending corrective action(s). 

Represents the City at various functions, professional meetings and organizations. 

Directs and may participate in the work of subordinates, such as snow and ice control, if needed. 

Conducts on-site inspections relating to hired contractors; utility companies; service requests from the public; City Staff and other governmental agencies. 

Directs development and implementation of initiatives and programs targeted at improving departmental operations and efficiencies.

KNOWLEDGE, SKILLS AND ABILITIES: 

Knowledge of: 

Principles and practices of administrative management, including budgeting, employee relations, loss management, and automated management information systems. 

Current literature and sources of information; trends and developments in municipal public works administration. 

Specific procedures and policies relating to operations and functions of each division or the Department. 

Municipal budgeting procedures and multi-funded financing operations including “Enterprise Funds.” 

City, State and Federal laws along with codes applicable to environmental health and sanitation; building, plumbing, electrical, mechanical, public drinking water; wastewater disposal and solid waste related regulations. 

Skills in: 

Typing and operation of computer keyboard for entering and retrieving data, writing reports, etc. 

Good mathematical skills and writing skills along with employee/management relations. 

Mental and Physical Abilities: 

Ability to communicate clearly and effectively, both orally and in writing. 

Ability to give directions and gain compliance from subordinates, outside contractors and consulting engineers, including conflict resolution. 

Ability to deal courteously and diplomatically with the general public, city management team, staff and outside agencies. 

Ability to establish and maintain effective working relationship with officials in local, state and federal government as well as, the private sector. 

Ability to independently assimilate facts and draw sound conclusions.

Ability to speak effectively before public groups and respond to questions on projects or City policy related matters. 

Ability to perform effectively, under stress, sometimes over extended periods of time, as conditions may warrant. 

Ability to conduct and coordinate in house training sessions for department personnel. 

While performing the essential functions of this job, the director is frequently required to stand; walk; sit; operate a motor vehicle; speak and hear; climb and lift and/or move up to 75 pounds. 

Specific vision abilities required for this job include: close vision, ability to discriminate between colors, and ability to adjust focus. 

 

WORKING CONDITIONS: 

The incumbent’s working conditions are typically multitasking in nature overseeing day to day operations, which may frequently change based on “unexpected conditions and/or critical emergencies" which may arise requiring assistance and direction from Administrative Staff. 

Conditions may range from a quiet office setting to being outdoors in sometimes inclement weather, assisting and/or overseeing seasonal daily departmental work activities throughout each division. 

 

MINIMUM QUALIFICATIONS REQUIRED: 

Graduation from a college or technical school, which may be supplemented with extensive training relating to the profession of Municipal Public Works, with special focus on the operation of Franklin's municipal water, waste water and solid waste divisions in order to maintain compliance with state and federal permit requirements. 

Five or more years of progressively responsible experience in the supervision and management of two or more divisions of a Municipal Public Works Department. 

Any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities listed within this job description. 

New Hampshire Solid Waste Operators License within 1 year of appointment. 

Valid current New Hampshire driver’s license. 

Obtaining a “Level 1 Drinking Water Operators Certification”, at a minimum, from the State of New Hampshire, within one year of appointment. 

Valid Level 1 State of New Hampshire Waste Water Collection System Operators Certification, within one year of appointment.
