Network Security Engineer

The Town of Salem is seeking a skilled and service-oriented professional to serve as its next Network Security Engineer. This position plays a critical role in protecting the Town's network infrastructure, information systems, and cybersecurity environment that support essential municipal operations and public services.

Under the direction of the IT Manager, the Network Security Engineer will design, implement, monitor, and maintain secure network solutions across municipal facilities including Town Hall, public safety departments, libraries, and public works operations.

  • Design, implement, and manage secure network architecture across municipal facilities (City Hall, public safety departments, libraries, public works, etc.). 
  • Configure and maintain firewalls, intrusion detection/prevention systems (IDS/IPS), VPNs, and endpoint protection solutions. 
  • Monitor network traffic for suspicious activity and respond to security incidents in a timely manner. 
  • Conduct vulnerability assessments and coordinate remediation efforts. 
  • Develop and maintain network security policies, procedures, and documentation. 
  • Ensure compliance with applicable regulations and standards (e.g., CJIS, HIPAA, PCI-DSS, state cybersecurity requirements). 
  • Perform regular security audits, risk assessments, and penetration testing coordination. 
  • Manage user access controls, identity management, and multi-factor authentication systems. 
  • Collaborate with IT staff, department leaders, and external vendors on network and security initiatives. 
  • Provide technical guidance and training to staff regarding cybersecurity best practices. 
  • Maintain disaster recovery and business continuity plans related to network infrastructure. 
  • Stay current with emerging threats, technologies, and industry trends.

REQUIREMENTS: (below is a summary, please see job description for full details.)

  • Bachelor’s degree in computer science, Information Technology, Cybersecurity, or a related field (or equivalent experience). 
  • 3–5+ years of proven experience in network administration and/or network security. 
  • Strong knowledge of TCP/IP, routing and switching, fiber, VLANs, DNS, DHCP, and WAN technologies. 
  • Experience with firewalls and security platforms (e.g., SonicWALL, Cisco, Fortinet, Palo Alto, or equivalent). 
  • Familiarity with SIEM tools and log analysis.
  • Knowledge of security frameworks such as NIST or ISO 27001. 
  • Ability to pass a background check consistent with public sector requirements.
