The Town of Rye is seeking a professional, organized, and dependable individual to serve as the Human Resources Manager. This part-time position supports the administration and implementation of the Town’s personnel policies and human resources functions, while also providing general administrative support for Town Hall operations as needed.
Position Highlights
- Part-time, up to 32 hours per week
- Location: Town Hall, 10 Central Road, Rye, NH
- Reports to: Town Administrator and the Select Board
- Hourly rate dependent on qualifications and experience
Key Responsibilities
- Implement and support the Town of Rye Personnel Policy and related HR procedures.
- Serve as the primary contact for benefits administration, including coordination with HealthTrust and related providers.
- Assist employees with benefit enrollment, benefit changes, onboarding, orientation, and routine personnel-related questions, while also supporting departments with employee recruitment.
- Participates in Select Board meetings and other meetings as required, and provides guidance, information, and recommendations to the Select Board, Town Administrator, department heads, staff and prospective employees on human resources matters, personnel policies, and related employment issues.
- Maintain employee personnel files and records with accuracy, confidentiality, and sound judgment.
- Provide administrative support for trainings, compliance tracking, personnel communications, and related documentation.
- Assist department heads and supervisors with performance evaluation procedures and personnel-related administrative processes.
- Monitor employment law and regulatory updates and provide timely information to Town leadership as appropriate.
- Provide general administrative and clerical support for Town Hall and perform other related duties as assigned.
- Offer guidance and support on personnel matters and workplace concerns as needed.
Preferred Qualifications
- Associate degree and at least five years of experience in human resources, benefits administration, personnel management, or a closely related field preferred.
- Working knowledge of employee benefits, the New Hampshire Retirement System, and state and federal employment laws and regulations preferred.
- Strong communication, organization, recordkeeping, and interpersonal skills.
- Ability to maintain confidentiality and work independently in a professional municipal environment.
- Experience in municipal government or public-sector administration is desirable.
- Familiarity with payroll processing and administration of employee leave programs, including short-term disability, workers’ compensation, and FMLA, is preferred.
