OBJECTIVE: Responsible for planning, directing, conducting, and administering assigned functions of the Town Highway Department under the management of the Director of Public Works (DPW).
ACCOUNTABILITY: Reports to the DPW. In the absence of a DPW the foreman will report to the Town Administrator.
DUTIES AND RESPONSIBLITIES: Under the leadership and direction of the DPW, the foreman manages and oversees the work of the department’s operations to achieve goals within available resources; plans and organizes workloads and staff assignments; coordinates with the working supervisor to distribute daily assignments and plan monthly work schedules.
- Work in severe climatic conditions of heat, cold, snow and ice. Available for on-call service 24/7/365 or ensure coverage by qualified personnel
- Organize, maintain, and administer the personnel policies and procedures in junction with the DPW
- Work with DPW to create yearly schedule and quarterly updates as needed.
- Perform weekly and quarterly equipment assessments for safe road conditions. Discuss issues and future needs with DPW
- Work with DPW on employee evaluations, and the set up and maintenance of employee training programs
- Work harmoniously with the public, public agencies and their staff. Public entities include but are not limited to the Planning Board, Zoning Board, Building Inspector, developers, engineers, Police and Fire departments and the Office of Emergency Management
- Inspect access to town roads and coordinate with the DPW on issuance of driveway permits
- Initiate ideas and methods for improved productivity to the DPW

LICENSE/CERTIFICATION REQUIREMENTS: Valid NH Commercial Driver’s License B, Culvert Maintenance License and NHDES Certified Solid Waste Facility Principal Operator License or obtain within six months of hire.
OTHER TRAINING, SKILLS AND EXPERIENCE REQUIREMENTS: Thorough knowledge of the skills, methods, tools, equipment, and materials used in the construction, maintenance and repair of streets, sidewalks, curbs, culverts, and related structures. Ability to estimate costs and plan jobs in conjunction with the DPW. Must possess strong leadership qualities to effectively manage department staff. Basic computer and math skills, public speaking ability. Ability to prepare reports and maintain records.
MINIMUM QUALIFICATIONS REQUIRED: High School or equivalent plus two years’ experience with a municipal highway department or road construction crew operating and maintaining heavy-duty and light construction equipment and dump trucks.
WORK SURFACES: Inside and outside surfaces. Equipment and vehicle interiors and exteriors. Rough, harsh, dangerous, wooded, flooded, ground surfaces and/or areas. Grass, dirt, gravel, mud, asphalt, concrete, linoleum, ceramic tile surfaces. Rain, snow, sleet, hail, ice and flooded areas and surfaces. Vertical and horizontal step surfaces.
SUMMARY OF OCCUPATIONAL EXPOSURES:
- May be exposed to herbicides, pesticides, fuels, paints, solvents, hydraulic fluids, fertilizers, etc.
- May be exposed to long periods of sunlight and unfavorable climate conditions of heat, cold, wet, snow and ice
- May be exposed to poison ivy, oak, or sumac; and insects such as wasps, hornets, bees, ticks, etc.
