POSITION:         ASSISTANT FINANCE DIRECTOR

                           FINANCE DEPARTMENT

 

SALARY:           $45.96 – $51.14 Starting range – Salaried; non-affiliated.  Excellent benefits including NH Retirement System.

 

SUMMARY:

The Town of Bedford NH (pop 23,700) is seeking an experienced professional to serve as Assistant Finance Director. Reporting to the Finance Director, the Assistant Director is responsible for assisting with assuring the Town’s compliance with Governmental Accounting Standards Board (GASB) standards, Town by-laws, and other relevant federal, state, and local regulations. Acts in the Finance Director’s absence and is accountable for the financial operations of the Town, to include the production of periodic financial reports and maintenance of adequate systems of accounting records and a comprehensive set of controls designed to mitigate risk and enhance the accuracy of the Town’s financial results. Directly supervises the Accounts Payable and Payroll Finance Clerks and assists the Finance Director in maintaining the Town’s Aaa Moody’s bond rating through exceptional financial management.

 

TYPICAL DUTIES:

  • Supervise the A/P and P/R Finance Clerks and oversee all functions performed by them.
  • Prepare monthly cash reconciliations and process monthly interfund settlements; Reconcile all accounts receivable balances. 
  • Prepare and process journal entries and review transactions posted by the Finance Department and Tax Office.
  • Oversee capital asset accounting, including the tracking of assets and recording of depreciation. 
  • Process all property and liability (P&L) insurance claims for the Town.
  • Assist with the Town’s annual budget process and assemble budget binders in time for presentation.
  • Work with third-party ambulance billing agency to ensure the accurate recording of account information, cash deposits, net charges, and bad debt expense.  Develop and maintain ambulance billing policies and help with (RFPs).
  • Oversee the Finance Department’s desk manuals.
  • Advise department heads on compliance with the Town’s Purchasing Policy and other purchasing laws and regulations.
  • Assist department with budget monitoring, compliance with budget laws, and finance related inquiries.
  • Process regular bond payments and maintain debt schedules.
  • Work with department heads to oversee grant processing.  Maintain grant files and assist with grant reporting.
  • Provide support for the annual financial audit and the Comprehensive Annual Financial Report (CAFR).
  • Manage the distribution and tracking of all Town issued credit cards and set credit card purchasing limits.
  • Serve as an administrator for the Town’s financial systems. Assist with user setup, chart-of-account maintenance, and year-end closing. Maintain and update the Finance Department webpages.
  • Manage the development of internal controls and the internal control review process.
  • Assume day-to-day responsibilities of the Finance Director in his or her absence.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in accounting or finance from an accredited college or university with five years of progressively responsible experience in finance, accounting, or public administration, preferably in a municipal setting. 
  • Must maintain sound judgment, integrity and commitment to public service. 
  • Experience with Munis preferred or other ERP financial software and strong computer skills.
  • Must have a proven record of taking initiative under minimal supervision and have the ability to communicate effectively with all Town employees, officials, and the public.

Any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities, may be considered as lateral qualification to the minimum qualifications
