A Safe Streets and Roads for All (SS4A) Implementation Grant
Invitation
The Town of Amherst’s Public Works Department seeks Statements of Qualifications from qualified
engineering firms to provide planning, public engagement, design, and construction phase services for
safety improvements at six intersections within Amherst Village.
This project is funded in part by a Federal Safe Streets and Roads for All (SS4A) Implementation Grant,
administered by the Federal Highway Administration (FHWA).

RFQ Issue Date Friday, February 13, 2026
Qualifications Due Friday, March 13, 2026, by 3:00 p.m.
Procurement Method
This procurement will be conducted in accordance with the requirements of 2 CFR §200.320(b) for
qualifications-based selection of architectural and engineering services, and all applicable provisions of
the Safe Streets and Roads for All (SS4A) Implementation Grant.
Firms will be evaluated solely by qualifications. Price proposals will not be requested or considered during
the selection phase. Following ranking, the Town will enter into negotiations with the most qualified firm
to establish a fair and reasonable scope and fee.
