The Town of Lincoln is seeking a detail-oriented, community-minded Planning and Zoning Administrator to provide administrative, technical, and professional support to the Town’s Planning Board and Zoning Board of Adjustment. The ideal candidate is organized, patient, and capable of navigating complex municipal processes with professionalism and tact. This position requires strong interpersonal skills, the ability to work independently, and comfort working with elected and appointed officials.
Key Responsibilities
Planning & Zoning Support
- Assist applicants with completing subdivision, site plan review, boundary line adjustment, driveway, sign, variance, special exception, and equitable waiver applications.
- Review applications for completeness and accuracy; provide guidance on ordinances, regulations, and procedures.
- Prepare and process applications, certified notices, abutter notifications, public hearing postings, agendas, legal notices, Notices of Decision, and Performance Agreements.
- Attend all Planning Board and Zoning Board public meetings; take and prepare detailed meeting minutes within statutory deadlines.
- Research requests related to zoning, building, and planning; deliver accurate information to applicants, professionals, and the public.
- Prepare proposed zoning amendments annually and present them to the Planning Board.
- Interact professionally with planning, engineering, surveying, and architectural consultants.
Administrative & General Duties
- Answer and direct public inquiries in person, by phone, and via email.
- Assist in compiling data for reports, summaries, and research needs.
- Coordinate and facilitate the Town’s Capital Improvement Program (CIP)
- Adapt to cyclical workloads, shifting priorities, and varying board schedules.
Minimum Qualifications
Knowledge of:
- Land use planning principles and practices.
- Zoning, subdivision, and site plan review procedures.
- Basic research methods.
Ability to:
- Interpret and explain Town ordinances, regulations, and procedures.
- Prepare written reports, staff memos, maps, and graphic materials.
- Collect, analyze, and organize statistical, technical, and planning data.
- Work independently or as part of a team.
- Maintain excellent working relationships with municipal staff, elected officials, and the public.
- Problem-solve, evaluate alternatives, and make informed recommendations.
Education & Experience
- High School Diploma or GED required. Bachelor’s Degree in planning, geography, public administration, environmental studies, or a related field is preferred.
- Experience may include internships, municipal/administrative work, or similar organizational roles.
- Must hold a valid driver’s license at time of hire and throughout employment.
