RURAL MOBILITY MANAGER MONADNOCK REGION

As the RMM, you’ll work closely with the Monadnock Regional Coordinating Council for Community Transportation (MRCC), public transit providers, and human service agencies to enhance mobility—especially for older adults, low-income individuals, and people with disabilities. You’ll lead efforts to coordinate services, analyze performance, and develop innovative solutions that improve access across the region. Key Responsibilities

Regional Service Delivery (Customers)

  • Assist the MRCC and local providers to develop and implement a customer centered approach to transportation access and coordination in the region for older adults, low-income, disabled, veteran, and other vulnerable populations.
  • Develop relationships with transit-dependent and vulnerable populations in the region to address issues of access.
  • Maintain updated regional public transportation services inventory on Keep NH Moving website.
  • Conduct outreach activities in the region to educate and train groups and individuals on how to access and use the transportation network/services.

Regional Coordination (Providers)

  • Develop new opportunities for coordination and/or expansion of transportation options across municipal and regional boundaries.
  • Cultivate multi-agency partnerships which reduce costs through increased efficiency and effective transportation coordination.

Capacity Building (System)

  • Assist the MRCC to develop its organizational infrastructure and capacity to effectively fulfill its mission. Efforts will include strategic planning, fundraising, communication, and member recruitment & retention.
  • Conduct periodic needs assessments to identify barriers to mobility in the region and propose recommendations to reduce those barriers.
  • Build relationships with state, regional, and local elected officials, and community leaders to educate them about the needs, roles, and benefits of regional/local transportation services and coordination. This should include ways in which they can support financially (funding) and operationally (policy) these services and coordination efforts. o Identify and research corporate, foundation, and government sources of funding for matching funds. Include opportunities to use “braided” funding streams.
  • Explore opportunities for technology integration with a focus on scalability, platform accessibility, ease of implementation, relative affordability, maturity (how long has it been around), and generalizability (will it work out of the box).

Statewide Planning, Coordination & Capacity Building (Connecting the Regions)

  • Participate in and coordinate with the State Coordinating Council (SCC), MRCC, and Statewide Mobility Management Network which includes the statewide mobility manager and regional mobility managers.
  • Participate in state, regional, and local transportation planning activities including required human services coordinated plans, SCC strategic plan, the RCC strategic plan or workplan, RPC planning, and other related plans and initiatives.
  • Assist NHDOT, SCC, and statewide mobility manager to implement at the regional level strategic initiatives identified in the SCC Strategic Plan and other statewide planning documents.

Subject Matter Integration

  • Work collaboratively with SWRPC staff to integrate mobility management activities with other areas of the organization’s work program, e.g., housing, public health, economic development. Mobility management-related responsibilities are anticipated to occur on a part-time basis (approx. 15-25 hours per week). Full-time employment is a possibility in instances where candidates have qualifications for and are interested in working across other areas of Page 2 of 4 SWRPC’s work program, e.g., local planning, economic development, natural resource conservation, and housing.

  • Basic understanding of the role transportation plays in accessing employment opportunities, medical services, affordable housing, social destinations, etc. and the unique challenges faced by persons with disabilities, older adults, veterans, transitioning youth, low-income individuals and other vulnerable populations that may rely on transportation services.
  • Organization, administration, and finance skills: project management, budgeting, strategic planning, funding/grant research, writing and reporting, data collection and basic analysis, outreach, and marketing skills.
  • Personal skills/attributes: positive attitude, a desire to help people, a focus on customer service, ability to problem solve, ability to work independently and collaboratively, time management skills, creative, out-of-the-box thinking, and ability to adapt to ever-changing environments, ability to process complex information and explain it in a simplified format.
  • Interpersonal skills: strong verbal and written communication skills, ability to listen effectively, leadership experience, ability to work in teams, empathy, conflict management skills, and consensus-building skills.
  • Proficient computer skills including Microsoft Office and basic familiarity with social media platforms and websites.

Preferred Competencies

  • Transportation system knowledge: familiarity with different transportation modes and how they interact and operate.
  • Familiarity with how transportation planning is done at federal, state and regional levels.
  • Experience conducting trainings for individuals or agencies.
  • Basic understanding of policies and procedures that impact community transportation services including Americans with Disabilities Act (ADA) Medicaid, Medicare, and the Affordable Care Act (ACA).
  • Human service transportation coordination experience or familiarity including brokerage concepts and operations.
  • Experience or knowledge of one call-one click center operations.
  • Familiarity with technology integration including various trip planning methods, assistive technology and trip planning and wayfinding mobile applications.

Other Qualifications:

 A sufficient combination of education and experience. A wide range of educational backgrounds may provide a suitable foundation for a successful mobility manager, including degrees in planning, public administration, logistics, business administration, public health, and more. Employment Terms and Compensation Schedule Full-time or part-time. Full-time employment would involve responsibilities that extend beyond mobility management to other areas of SWRPC’s work program (see Key Responsibilities, above). SWRPC’s offices are open from 8:30 a.m. – 5:00 p.m., with an hour lunch break. Flex time available upon approval by the Executive Director. The RMM will be expected to attend occasional evening and weekend meetings, as necessary. Location SWRPC’s offices are located in Keene, NH. A hybrid work arrangement is available upon approval by the Executive Director. Although some position responsibilities may be fulfilled effectively on a remote basis, the Regional Mobility Manager will be expected to build and maintain strong working relationships with regional transportation stakeholders, which requires face-to-face meetings.

Salary:

$60,000 - $75,000 annual salary (or commensurate part-time rate). Paid time off 10 paid holidays per year; 10 days of vacation with additional accrual based on years of employment with the organizations; 12 sick days. SWRPC participates in the NH Paid Family and Medical Leave program. (PTO contingent on full-time status.) Other benefits Company health insurance (currently through HealthTrust); short-term disability insurance; life insurance. SWRPC-sponsored SIMPLE IRA retirement account with up to 3% matching contributions. (Participation in SWRPC insurance and retirement contingent on full time status.)
