This workshop will be held in a hybrid format - In person attendance option and a virtual attendance option in zoom.
In person attendance is limited to 60 people.

* Non-member attendance is limited to government officials who are not members of NHMA and not eligible to be members (schools and state agencies). Join NHMA Attorneys’ Jonathan Cowal and Christine Johnston for this year’s A Hard Road to Travel workshop. This workshop will provide a legal overview of how roads are formed, classified and maintained, how weight limits are established, and the basics of development on Class VI roads. The workshop will pay special attention to recent legislative changes related to development on Class VI roads. The attorneys here at NHMA have also conducted a review of all the legal inquiries over the past few years and will be providing insight on some of the most common road related legal issues facing towns and cities. These topics involve OHRV’s and snowmobiles, municipal liability and highway maintenance requirements, discontinuing and re-classifying of roads and more! 

The workshop will help local officials understand some of the more complicated areas of highway law including a review of the local regulation of highways by the select board, mailbox location, driveway regulation by the planning board, defining the difference between a right-of-way, a public road and a private road, and determining exactly which public entity has the final say in regulating the roads within our towns.  

Attendees will receive an electronic copy of NHMA's publication, A Hard Road to Travel: New Hampshire's Law of Local Highways, Streets and Trails and 2026 Supplement.  Additional materials such as the PowerPoint presentation will also be distributed electronically. No print outs of the materials or hard copy of the publication will be provided.

 

Pre-registration and payment is required.  Registration will be open until 5pm on May 3, 2026.  You will be billed according to the pricing on the options you select at registration. If you wish to make changes, NHMA must be notified in writing at least 48 hours in advance. Refund of the full registration fee will be made if cancellation notification is received 48 hours in advance. Cancellation less than 48 hours in advance, including no-shows, will result in you being charged the full cost of the workshop.  If you have made a change to your registration (from in person to virtual, for example), NHMA will adjust your invoice if we receive notification as outlined above. If you register but cannot attend, a recording of the workshop will be provided if payment has been received.
