This workshop will be held in a hybrid format (in person attendance option and a virtual attendance option).

In person location: NH Municipal Association Offices.  In person attendance is limited to 60 people.  Virtual attendance via Zoom.

Non-member Registration Fees (state and school officials only)*: $140.00 in person, $110.00 virtual
* Non-member attendance is limited to government officials who are not members of NHMA and not eligible to be members (schools and state agencies). Join NHMA’s Legal Services Counsel Christine Johnston and Jonathan Cowal who will share insights and strategies to assist law enforcement agencies in handling governmental record requests arising under the RSA 91-A, the Right-to-Know Law.  

Right-to-Know record requests are always a challenging topic for law enforcement agencies. They can present unique challenges when it comes to applying the public vs. private balancing test given the inherent privacy implications involved in interactions with law enforcement. Furthermore, there has been a noticeable trend and uptick in Right-to-Know requests from entities both inside and outside of the state of New Hampshire, particularly targeted at law enforcement agencies. With more changes potentially on the horizon, understanding the current and future state of RSA 91-A is of the utmost importance.  

The presenters will provide an in-depth analysis of how to apply the privacy vs. public balancing test to information being requested for release, they will go over some recent caselaw and court decisions that have changed the landscape of certain aspects of RSA 91-A and FOIA, and they will also address some important strategies for mitigating the burden associated with Right-to-Know requests as well as some policies other law enforcement agencies have successfully implemented.  

Attendees will receive an electronic copy of NHMA's publication, New Hampshire's Right-to-Know Law 2024. Additional materials such as the PowerPoint presentation and newly created guidance documents will also be distributed electronically. No print outs of the materials or hard copy of the publication will be provided. 

Pre-registration and payment is required.  You will be billed according to the pricing on the options you select at registration. If you wish to make changes, NHMA must be notified in writing at least 48 hours in advance. Refund of the full registration fee will be made if cancellation notification is received 48 hours in advance. Cancellation less than 48 hours in advance, including no-shows, will result in you being charged the full cost of the workshop.  If you have made a change to your registration (from in person to virtual, for example), NHMA will adjust your invoice if we receive notification as outlined above. If you register but cannot attend, a recording of the workshop will be provided if payment has been received.
