TOWN ENGINEER
ABOUT THE OPPORTUNITY:
The Town of Londonderry, NH, is seeking a Town Engineer to join its Department of Public Works. This position reports directly to the Deputy Director of Public Works and applies managerial and civil engineering knowledge and skills to a variety of municipal engineering, infrastructure, and construction functions.
The Town Engineer is responsible for planning, directing, conducting, and administering Public Works and construction-related functions, including preparation and review of engineering plans and specifications, project cost and feasibility analysis, construction inspection and monitoring, permitting, and infrastructure assessment. The position works independently in establishing project and work priorities and provides oversight to Public Works staff during DPW construction project design and completion.
This position offers an excellent opportunity for an experienced Professional Engineer to apply technical expertise, sound judgment, and project leadership to a broad range of municipal infrastructure projects and services.
WORK SCHEDULE AND FLSA STATUS:
- Assigned to a 40-hour work week. Additional hours may be required to meet the needs of the department, including attendance at meetings and hearings.
- This is an exempt position under the Fair Labor Standards Act (FLSA).
KEY RESPONSIBILITIES:

- Prepares and/or oversees preparation of service contracts, design plans, construction specifications, schedules, cost estimates, and other project documents.
- Oversees Public Works Department staff during DPW construction project design and completion.
- Reviews plans and specifications of proposed projects and participates in the design review process with departments, consultants, and boards.
- Determines project costs and feasibility through engineering analysis and impact studies.
- Manages escrow accounts and coordinates deposits, balances, and drawdowns with the Finance Department.
- Oversees and/or conducts construction inspections, testing, and monitoring of public and private projects to ensure compliance with approved plans, specifications, and construction methods.
- Manages and oversees issuance of street opening and driveway permits and issues permits for work within the Town Right-of-Way.
- Verifies and authorizes engineering data sets for GIS integration.
- Compiles data and prepares inventory and assessment reports concerning streets, bridges, rights-of-way, sewer and water lines, storm drains, traffic signs and signals, and other municipal infrastructure.
- Prepares and evaluates requests for proposals (RFPs) and assists with grant applications for infrastructure and related municipal services.
- Receives, investigates, and responds to public complaints concerning engineering and related Public Works matters.
- Assists with preparation and maintenance of the department's annual operating budget.
- Serves on committees and attends public meetings, hearings, and professional workshops.
- Performs other related duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor's Degree in Civil Engineering from an accredited college or university required.
- Six (6) years of progressively responsible and applicable experience required.
- Any combination of education and experience that demonstrates possession of the required knowledge, skills, and ability will be considered.
CERTIFICATION/LICENSE REQUIREMENTS:
- Valid driver's license from state of residence required.
- New Hampshire Professional Engineer license required.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIREMENTS:
- Extensive knowledge of civil engineering principles, particularly as applied to the design and construction of streets and roads, sewer, storm water, water collection and distribution systems, and other municipal facilities and infrastructure.
- Considerable knowledge of modern construction and maintenance techniques and materials.
- Knowledge of personal computers and office and engineering software applications, including word processing, spreadsheets, geographic information systems (GIS), Bluebeam, and AutoCAD.
- Ability to solve complex engineering problems cost effectively and conduct engineering research and prepare related reports.
- Advanced interpersonal, organizational, and communication skills.
- Ability to work effectively with developers, attorneys, planners, engineers, Town officials, commercial and industrial clients, contractors, and members of the public.
OCCUPATIONAL EXPOSURES:
May be exposed to cleaning fluids, photocopier toner, eraser fluids, and printer cartridges. During fieldwork, may be exposed to wastewater, confined spaces, machinery and moving parts, chemicals and fumes, inclement weather, and extended periods of standing.

Town Manager appoints based on recommendation from the Director of Public Works.
