The City of Keene is seeking a Staff Accountant to join our Finance team and play an important role in supporting the financial operations of the organization. This position offers an opportunity to apply professional accounting, financial analysis, budgeting, and administrative skills in a dynamic public-sector environment.
The Staff Accountant provides accounting and financial support across a variety of City operations, including the General Fund, enterprise funds, special revenue funds, grants, capital projects, debt service, payroll, and budgeting activities. This position works collaboratively with Finance staff and departments throughout the organization to ensure accurate financial reporting, sound fiscal practices, regulatory compliance, and effective stewardship of public resources.
What You'll Do:
- Perform professional-level accounting functions supporting City-wide operations, including documenting, initiating, verifying, recording, and reconciling financial transactions across Finance divisions.
- Analyze and reconcile fund activities to ensure compliance with City fiscal policies, operating and capital budgets, and program objectives, including bank and financial statement reconciliations.
- Prepare and maintain financial schedules for recurring payments and receipts involving school districts, nonprofit partners, debt obligations, and other City-wide activities.
- Manage debt service accounting activities, including tracking payments, preparing wire transfer requests, recording transactions in property records, and maintaining debt service schedules.
- Maintain grant and project records, including online grant management systems, and support audit preparation and compliance with grant, project, and reporting requirements.
- Monitor major contracts associated with capital projects and grants, and analyze and report on capital project, grant, and operating budget revenues and expenditures.
- Support the development and preparation of the annual operating budget, providing financial data, analysis, and supporting documentation for operating and capital improvement budget processes.
- Prepare, analyze, edit, and publish financial reports, summaries, and management information, serving as a lead resource for assigned reporting and publication activities.
- Provide financial analysis, accounting guidance, and technical support to departments and funds to support budget development, financial management, forecasting, and decision-making.
- Serve as timekeeper for assigned departments and provide backup support for organization-wide payroll entry.
- Complete weekly payroll reconciliations and related processes and support payroll reporting requirements.
- Maintain fixed asset records on behalf of City-wide operations.
Minimum Qualifications
Education and work experience in accounting functions including general ledger, receivables, payables, and payroll transactions with 3-5 years of work experience and/or training.
Pay and Benefits
This full-time position offers a competitive pay range of $30.57- $38.09 per hour and will also receive an attractive benefits package which includes low deductible/low-cost health insurance, low-cost dental insurance, State of NH Group I retirement, and other benefits such as life insurance, disability, tuition assistance, and paid time off. Municipal employees may also qualify for the Public Service Loan Forgiveness (PSLF) Program.
