Town of Deering Request for Proposal Reclaiming and Paving
The Town of Deering NH is inviting bid pricing for reclaiming and paving roads in Deering. Bid proposals must be on company letterhead clearly stating price and specifications.
Bids must be delivered to Town of Deering town Hall. Contact person: Road agent Jim Card 603-748-3028.
Reservoir Road reclaim 6050 feet long X 21 feet wide, fine grading and paving.

April 16,2026 at 6:00pm
Note 1: Reclaimed Stabilized Base
The work under this section shall blend the existing pavement and underlying base course materials into a homogeneous mass, using the bitumen content in the existing asphalt as a stabilizer. Processing of the material shall be with approved reclaimers, equipped with a gauge to show the depth of the material being processed.
Prior to compaction, water shall be applied for the purpose of dust control and to ensure proper compaction. Additional water will be added as necessary to improve workability and further ensure adequate compaction of the finished product.
Compaction will be accomplished by successive passes of a vibratory roller. Final rolling shall be accomplished by a smooth steel wheel vibratory roller of at least 27,000 lbs. of dynamic force. Density tests may be performed and shall conform to NHDOT Section
304.3.8. Fine grading and compaction must be performed with road graders having automated cross slope control and mold boards a minimum of fourteen feet wide. There are no predesigned grades for this project. The goal is to optimize the use of the existing reclaimed base, force the water to drain to the low side of the pavement, and meet existing grades (pads, structures, or existing asphalt pavement) as appropriate.
Excess material remaining after fine grading shall be wind rowed to the shoulders, along the access road for use as shoulder backup material similar to NHDOT 304.4 gradation.
If the reclaimed stabilized base is not sufficient to achieve the desired grades, crushed gravel meeting NHDOT
304.4 will be added to the roadbed to make up the deficiency
Note 2: Tack Coat Emulsion (Subsidiary Item)
The work under this section shall consist of applying a tack coat of bituminous emulsion to the binder course prior to the placement of the surface mix course.
Bituminous material conforming to AASHTO M 140 or M 208 shall be applied evenly at a rate of 0.025 gallons per square yard of binder course surface with an automatic self-propelled computerized tack truck capable of spraying 8 – 16 feet at 150 degrees F for all paving operations. A meter reading will be provided at the start and finish of every workday to ensure appropriate gallons used.
The surface shall be reasonably smooth, uniform, and cleaned free of debris and other materials prior to application. The edges of existing pavements which are to be adjacent to new pavement shall be cleaned to permit the adhesion of bituminous materials.
Bituminous material shall be uniformly applied with an approved applicator. The tack coat shall be applied in such a manner to offer the least inconvenience to traffic and permit one-way traffic without pickup or tracking of bituminous material.
Tack Coat Emulsion will be subsidiary to the bituminous pavement items.
Note 3: Bituminous Concrete Pavement
The work under this section shall comply with NHDOT Specifications, Section 401 for Road and Bridge Construction.
Hot Bituminous Pavement, Machine Method (¾” Binder)
- 19 mm with 5.3% Asphalt Content (AC) with max filer material with 1.0% AC @ 50 Gyr
- PG Grade 64-28*
- NHDOT approved design mix.
Hot Bituminous Pavement, Machine Method (½ Surface Mix)
- 12.5 mm with 6.1% AC with max filer material with 1.0% AC @ 50 Gyr
- PG Grade 64-28*
- NHDOT approved design mix.
* AC 64-28 to be tested daily at plant producing material.
Bituminous concrete for installation on this project must be manufactured in a plant approved for supplying NHDOT projects in the current year. The work on this project will be by the "method" specification as acceptance testing will not be required of the contractor.
All aggregates must meet section 401.2 of the referenced specifications. RAP obtained from a pavement that was constructed with asphalt cement and aggregates that meet the current requirements of Section 401.2.1 may be added into the mixture during the manufacturing process.
Mixing plants must conform to AASHTO M 156 and the current NHDOT Specification 401.3.
Weight slips must be supplied with each load batched and delivered to the project showing:
- Tare weight of the aggregate weigh box
- Tare weight of the asphalt binder weigh bucket
- Accumulative weights as batched for each aggregate (total of last aggregate will be aggregate total)
- Weight of asphalt binder
- Accumulated total weight of batch.
Hauling vehicles must meet or exceed the requirements of NHDOT 401.3.9.

Weather limitations shall meet the requirements of NHDOT 401.3.10.7 Paving equipment shall meet the requirements of NHDOT 401.311 Compaction shall meet the requirements of NHDOT 401.3.12.
Joints shall meet the requirements of NHDOT 401.3.13.
Bituminous sidewalks shall meet the requirements of NHDOT 608.3.1.
Compaction, asphalt content and gradation, and thickness testing by owner. In the event of a failed test, the failed test(s), and all future tests to be paid by the contractor.
For quality control measures we are limiting the bid to NH companies, for asphalt paving in the Town of Deering. All asphalt will be tested by certified engineer at the point of origin and compacting test and core sampling on site.
Certified traffic control personnel and signage to be provided by the contractor, with the understanding that emergency vehicles and school buses will not be delayed.
The Town of Deering requests that the work be performed by the successful bidder’s own personnel. Any subcontractors must be pre-approved by the Deering Road Agent.
Bid price proposals must be on company letterhead clearly stating unit pricing for 2.5 inches of three- quarter inch base per ton, 1.5 inches of half-inch wear course per ton, 1.5 inches of three-eighths overlay, reclaiming per square yard, hand work per ton, traffic control per hour, Cape Cod Berm per ton, and milling per square yard. The bid price shall include all increases in fuel for the duration of the contract with a completion date of October 31st, 2026. All asphalt pricing to be based upon a liquid
asphalt price per ton. Asphalt price adjustment to be based on current pricing of the month as listed on NHDOT monthly asphalt pricing report.
All bids must include pricing for gravel shoulders.
All work is to be done under the direction of the Highway Road Agent. The Town of Deering reserves the right to modify the anticipated road list, road lengths and or tonnage as it sees fit. Additional work may be added by the Town.
All overlay paving shall be of 3/8” mix and will consist of a ¾” + shim and a 1 ½” compacted overlay, using two steel drum rollers.
The contractor will be responsible for quoting cost, based on unit pricing, for each road or stretch of road that is chosen to be reconstructed or paved, prior to work being done.
The contractor will be required to provide an insurance certificate confirming the following insurance coverage; worker’s compensation insurance as required by the State of NH; broad-form comprehensive general liability insurance in the amount no less than $1,000,000 combined single limit per occurrence; and motor vehicle insurance to include bodily injury, property damage, uninsured motorist, and employer’s non-ownership coverage in the amount no less than $1,000,000 combined single limit per occurrence. The Town of Deering shall be named as an additional insured on all policies. Contractor may be required and shall be prepared to post a bond or letter of credit to cover up to 1.5 x the bid price upon request of the Board of Selectmen.
The Board of Selectmen reserves the right to reject all bids and issue a new Request for Bids if less than three bids are received. The Board of Selectmen also reserve the right at their sole discretion to reject any and all bids, wholly or in part, to waive any informalities or any irregularities therein, to accept any bid even though it may not be the lowest bid, to call for rebids, to negotiate with any bidder, and to make an award which in its sole and absolute judgment will best serve the Town’s interest.
Bidders shall bid to specifications. However, deviation from specifications may be made but any exceptions must be noted. A bid submitting a bid thereby certifies that the bid is made in good faith without fraud, collusion, or connection of any kind with any other bidder for the same work; and that the bidder is competing solely on his/her behalf without connection with or obligation to any undisclosed person or firm.
The minutes of the meeting at which the selection is made shall indicate the selected and the factors upon which the selection was made. All major bids submitted must specify time frame of bid quote amount and must guarantee bid amount for the entire paving season from bid opening date. This requirement must be included in all advertisements and written specifications issued by the Town of Deering. Any increase in cost estimates following bid award or signing of a contract shall be absorbed by the bidder.
