ABOUT THE OPPORTUNITY:

The Town of Londonderry, NH, is seeking a Procurement & Operations Specialist to join its Finance Department. This position reports directly to the Finance Director and performs administrative and analytical work supporting the Town's purchasing, procurement, accounts payable, payroll, and related financial operations. 

The Procurement & Operations Specialist plays an important role in administering purchasing procedures, assisting Town departments with vendor selection and contract documentation, reviewing financial transactions for compliance and budgetary impact, and providing guidance regarding purchasing requirements. The position also provides backup support for accounts payable and payroll processing and assists with financial reporting and other Finance Department operations.

This position offers an excellent opportunity for a detail-oriented finance or procurement professional to work collaboratively across Town departments and contribute to effective, compliant, and efficient municipal financial operations.

WORK SCHEDULE AND FLSA STATUS:

  • Assigned to a 40-hour work week.
  • This is a non-exempt position and is eligible for overtime compensation in accordance with the Fair Labor Standards Act (FLSA)

KEY RESPONSIBILITIES:

  • Assists Town departments with purchasing and procurement processes, including requisitions, purchase orders, vendor quotes, bid documentation, contracts, and supporting records.
  • Assists with scope development and compliance for municipal RFIs, RFPs, RFBs, and RFQs.
  • Reviews purchase requests for completeness, proper approvals, budget coding, required documentation, and compliance with Town procurement policies and procedures.
  • Evaluates procurement options and recommends appropriate purchasing methods, including informal quotes, competitive bids, cooperative purchasing, sole-source documentation, contract amendments, and grant-funded procurement approaches.
  • Provides guidance to department heads and staff regarding procurement planning, vendor requirements, account coding, purchasing timelines, documentation standards, and allowable purchasing methods.
  • Maintains purchasing, vendor contract, bid, audit, suspension and debarment, and other procurement-related records.
  • Investigates and assists in resolving purchasing, invoice, vendor, contract, and payment discrepancies.
  • Receives and reviews invoices, verifies account coding and approvals, and ensures applicable purchasing policies and bid processes have been followed.
  • Provides payroll support and serves as primary backup for payroll functions, including timesheet review, data entry, employee deduction and benefit documentation, reporting, and reconciliation.
  • Assists the Finance Director and Human Resources Department during union negotiations Procurement and Operations Specialist by obtaining and analyzing wage and market-rate data.
  • Assists with Town credit card procedures and administration.
  • Assists with establishing, maintaining, reconciling, and recordkeeping for escrow accounts and other municipal funding sources.
  • Assists with purchasing reports, year-end encumbrance review, budget support, account reconciliations, audit preparation, outside billing, and analysis of spending patterns.
  • May represent the Finance Department in meetings with department heads, vendors, auditors, and grant administrators.
  • Maintains the confidentiality of payroll, vendor, financial, and other sensitive Town information.
  • Performs other related duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Associate's degree specializing in accounting, business, finance, or a related field required.
  • Two to four years of progressively responsible experience in purchasing, accounts payable, payroll, bookkeeping, accounting, or administrative finance work required.
  • Municipal government experience is desirable.
  • An equivalent combination of education, training, and experience that demonstrates the ability to perform the essential duties of the position may be considered.

CERTIFICATION/LICENSE REQUIREMENTS:

• None required.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIREMENTS:

  • Knowledge of local governmental principles and municipal administration, including applicable state and federal requirements.
  • Working knowledge of computerized systems and technology used in municipal and/or business operations.
  • Ability to effectively plan, organize, analyze problems, conduct research, prepare reports, and formulate recommendations.
  • Ability to create and maintain accurate financial and administrative records.
  • Ability to effectively communicate orally and in writing and establish productive working relationships with Town employees, officials, vendors, and members of the public.
  • Ability to recognize priorities, manage multiple tasks, and work effectively in a fast-paced environment.
  • Ability to exercise sound judgment and maintain confidentiality while demonstrating ethics, integrity, and tact. 

OCCUPATIONAL EXPOSURES:

May be exposed to cleaning fluids, photocopier toner, eraser fluids, and printer cartridges.

Town Manager appoints based upon the recommendation of the Director of Finance & Administration.
