Separate and sealed Bids for the project: Cleanup of the Former Allied Tannery Site located in Boscawen, New Hampshire will be received by the Town of Boscawen, by Friday, January 16, 2026 at 5 PM.
A Mandatory Pre-Bid Meeting will be held at the Work site on Wednesday, December 17th at 11 AM.
The work is being completed by the Town of Boscawen, New Hampshire, Owner, as part of their United States Environmental Protection Agency (USEPA) Brownfields Cleanup Grant.
The work includes, but is not limited to, the following major items:
• Prepare and submit for approval any required submittals included in Section 01 33 00 Submittal Procedures of the Technical Specifications.
• Obtain any appropriate permits and submit any necessary notifications.
• Identify appropriate disposal facilities and obtain Engineer/Owner approval.
• Mobilize personnel, equipment, and facilities to the Project location at 36-38, 40-46, 48-56 Commercial Street in Boscawen, New Hampshire.
• Establish horizontal and vertical survey control using a New Hampshire licensed surveyor.
• Install and maintain construction erosion and sediment control features in accordance with the Stormwater Pollution Prevention Plan (SWPPP) and Construction Design Drawings.
• Repair/replace the existing chain link fencing around the perimeter of the work area. The portion of the fence located along Commercial Street shall be equipped with high-density polyethylene fabric wind/privacy screens.
• Construct the access road across the site to provide access to work areas as designated on the Construction Design Drawings.
• Construct the decontamination pad.
• Protect existing improvements to remain as included in the Technical Specifications.
• Perform clearing and grubbing as specified in the Contract Documents. Clearing and grubbing shall occur only within the limit of work as shown in the Construction Design Drawings, or as needed to complete the Scope of Work following approval by the Engineer and/or Owner.
• Demolish non-lateral earth bearing walls and remove construction demolition and debris required to access Excavation Areas as indicated on the Construction Design Drawings. Construction and demolition debris should be removed for off-site disposal to the Town’s construction and demolition Landfill, unless otherwise noted by the Engineer and/or Owner.
• Segregate granite blocks from within the Limit of Work, as shown on the Construction Design Drawings and place in a stockpile at the road level for repurposing by the Town. It is anticipated that there will be up to approximately 280 tons of granite blocks, unless otherwise directed by the Engineer and/or Owner.
• Install steel plate or similar over hole in roadside above Penstock Area, as shown on the Construction Design Drawings. Steel plate will be permanently left in place.
• Perform excavations of each excavation area and spot excavation as shown in the Construction Design Drawings.
• Fill all floor drains with flowable fill, or similar.
• Remove additional construction and demolition debris and/or non-lateral earth bearing walls within the Limits of Work that weren’t required to access Excavation Areas.
• Backfill penstock access hole and concrete trough with granular fill and compact, as shown in Construction Design Drawings.
• Pending the results of the laboratory analysis, as instructed by the Engineer, Contractor shall load, transport, and dispose off-site excavated soils at the designated and approved disposal facilities.
• Pending the results of the laboratory analysis, as instructed by the Engineer, Contractor shall backfill the excavations as shown in the Design Drawings.
• Contractor shall stabilize areas disturbed as part of remedial activities via compaction and backfill with granular fill and/or rip-rap.
• Site cleanup, including removal of erosion and sediment controls.
• Dispose off-site any other materials generated during the Work at properly permitted facilities and in compliance with local, state, and federal laws and regulations.
• Demobilize.
For the purposes of the bid, assume that the work will begin in Spring 2026.
Following the Pre-Bid Meeting, should a Bidder wish to re-visit the site to verify conditions, Bidder may make such a request to Owner, provided that the request is made in writing. All site visits should be coordinated through Owner.
As a federally funded project, compliance is required with the federal Building America, Buy America Act, Davis-Bacon Act applies to this project.
Each general Bid shall be submitted in accordance with the Instruction to Bidders and be accompanied by a Bid security in the amount of 5% of the total Bid Price. Bid Security shall be a Bid Bond executed by a surety company authorized to do business in New Hampshire or a certified check drawn upon a bank within the state of New Hampshire, made payable to the Town of Boscawen.
No Bidder may withdraw a Bid within 60 calendar days after the actual date of opening thereof.
The successful Bidder must furnish 100% Performance and Payment Bonds with a surety company acceptable to Owner. The successful Bidder will be required to execute the Contract Agreement within 10 business days following notification of the acceptance of his Bid.
Owner reserves the right to waive any informality or formality in the bidding process, or to reject any or all Bids, if deemed to be in the best interest of Engineer.
Time required for Contractor to achieve substantial completion for the project will be within 90 calendar days from the date specified in the “Notice to Proceed”. Time required for Contractor to achieve final completion for the project will be within 120 calendar days from the date
specified in the “Notice to Proceed”.
Liquidated damages for substantial completion of the work will be in the amount of $1,500.00, made payable to the Town of Boscawen, for each calendar day of delay from the date established for substantial completion, and $1,500.00 for each calendar day of delay from the date established for final completion.
