SUMMARY: Reports to the Assistant Town Manager, works collaboratively with Department Heads to align technology strategy with Town-wide goals, supervises and supports one IT technical specialist position and serves on the Town Manager’s Department Head Team. The IT Manager performs strategic planning, administrative, technical, professional, supervisory and hands-on maintenance of technology systems for the Town. Ensures the department is properly supporting all departmental IT needs within the Town of Bedford local government entity including Police and Fire 911 services and infrastructure. Develops and enforces IT policies, standards, and procedures to ensure compliance with federal and state cybersecurity and data privacy requirements.
TYPICAL DUTIES:
- Oversees all enterprise technology infrastructure, including servers, networks, endpoints, telecommunications, and departmental applications.
- Serves as the Town’s cybersecurity lead.
- Negotiates and manages contracts and service agreements to ensure cost-effective and reliable technology
services. - Analyzes the needs of the Town. Prioritizes, designs and maximizes systems, hardware and peripherals to
ensure reliability, security and integrity of all data and systems. - Reviews, updates and maintains cybersecurity plans, safeguarding of data and disaster recovery planning
and operations. - Presents and explains budget during governmental budget process.
- Plans and supports the Town website platform (CivicPlus).
- Provides for operational efficiency and enables mobile workforce secure accessibility to high-quality digital government information to provide service anytime, anywhere, on any device.
- Maintains equipment inventory, proper disposal of outdated or functionally deficient hardware and peripherals. Purchases, configures, troubleshoots and distributes hardware to users.
- Oversees the IT Help Desk and ensures 24/7 emergency services through on-call planning.
- Assists HR & the Town Manager with email file locks and data retrieval as necessary.
- Leverages resources for day-to-day issues to maximize network and systems up time and security as well as the Town’s Single Sign-on (SSO) enhancements.
- Supports and enhances utilization of Microsoft 365 line of products and SSO features across custom platforms, ensures highest functionality of the public safety telecommunications and records management systems, user supports vendor interface for several role specific in-house and cloud-based applications.
- Attends training and remains current on the principal practices and new developments.
- Oversees the Windows desktop and server operating systems, Active Directory, Exchange Server, PowerShell and multi-site routed network topologies.

MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Management Information Systems, Computer Science, or a closely related discipline (such as business degree with a technical focus), plus 7 years of experience. Masters in Information Management preferred
- Extensive knowledge of best practices of systems including servers, networks, cloud-based infrastructure, software, and workstations
- Broad and practical knowledge of how technology serves business needs, with specific local government technology experience preferred
- Windows server administration experience
- Network administration qualifications and experience in Microsoft, VMWare, Cisco and IP networks
- Microsoft 365 Certified Professional (MCP), Microsoft 365 Certified Systems Engineer (MCSE), or Microsoft 365 Certified Systems Administrator (MCSA) preferred along with Azure Fundamentals
- 5-10 years’ experience in a hands-on technical role plus strategic planning, managerial and supervisory skill
- Demonstrated ability to translate technical concepts into actionable strategies for non-technical stakeholders
- Ability to perform physical tasks associated with hardware installs, cabling and relocation of hardware
- Must pass a criminal history/background check and maintain Town of Bedford security clearance.
- Must have sufficient knowledge, skills, abilities and commensurate experience to meet or exceed the requirements or the job. Must be able to obtain required certifications.
