The City of Keene is seeking a detail-oriented and service-focused Human Resources Assistant/Employee Benefits professional to join our Human Resources team. This position performs professional, responsive HR work with a primary focus on employee benefit programs, retirement plans, compliance and performance management.
As part of a small and collaborative HR team, this role supports employees, retirees, potential employees, and the public while serving as a trusted resource to City departments in a fast-paced environment.
Key Responsibilities include, but are not limited to:
Employee Benefits & Retirement Administration
- Serve as lead administrator for employee benefit and welfare programs, retirement plans, and retiree benefits.
- Assist with program development, research benefit options, and support recommendations for program or plan changes.
- Notify benefit providers and COBRA administrators of eligibility changes.
- Coordinate benefit enrollments, deductions, reconciliations, and related HR processes.
- Oversee maintenance of human capital management data related to benefits and retirement.
Compliance & HR Operations
- Support compliance requirements for benefit, welfare, retiree, and general HR programs.
- Administer the Family and Medical Leave Act (FMLA) program.
- Prepare and file required state and federal personnel reports.
- Maintain accurate HR records and ensure compliance with applicable employment laws and regulations.
- Stay current on federal and state employment laws and support organizational compliance efforts.
Employee Support
- Support new employee benefit orientations and employee separation and retirement processes.
- Consult with employees and supervisors regarding HR policies, procedures, and personnel-related questions.
Financial & Administrative Support
- Reconcile insurance invoices and prepare monthly insurance billing for the Finance Department.
- Assist with budget preparation, benefits surveys, and negotiations as needed.
- Assist with updates to the Employee Handbook and development of personnel policies and procedures.
- Perform other duties as assigned by the Human Resources Director, City Manager, Finance Director, or department leadership.

Education and Experience
An Associate’s degree plus at least 5 years of professional experience in human resources functions including, but not limited to, employee and retiree benefits administration, engagement and performance management. Must have a strong working knowledge of applicable state and federal laws. Certification from either Human Resource Certification Institute or Society for Human Resource Management is preferred.
Salary and Benefits:
This full-time position offers a competitive salary range of $66,069- $82,335 annually and will also receive an attractive benefits package which includes low deductible/low-cost health insurance, low-cost dental insurance, State of NH Group I retirement, and other benefits such as life insurance, disability, and paid time off. Municipal employees may also qualify for the Public Service Loan Forgiveness (PSLF) Program.
