Feasibility Study for the Transfer/Recycling Center and Highway Department Facility

The Town of Antrim is soliciting proposals for professional consulting services related to conducting a Feasibility Study for the Transfer/Recycling Center and Highway Department Facility located at 62 Goodell Road, Antrim NH. Proposals will be received no later than 2:00 PM on June 15, 2026, at the Town Hall, 66 Main Street, P.O. Box 517, Antrim, NH 03440

General Information 

The Antrim Recycling and Transfer Station (ARTS) and Highway Garage are located on the same property, the location is 62 Goodell Road (Map 232, Lot 031).

There are currently 6 full-time employees and 1-2 part-time employees working at the highway garage.  There are 3 part-time employees working at the ARTS building.

Highway Facility current fleet consists of 2 pickup trucks, 2 one-ton trucks, 2 single axle dump trucks, 1 tandem axle dump truck, 1 motor grader, 1 backhoe, 1 front end loader, 1 sidewalk tractor, two rollers, numerous trailers and small support equipment for daily operations.

ARTS Fleet includes 1 backhoe, and 1 forklift.

For highway operations the buildings include a 4-bay garage with break room, office and bathroom, a salt/sand storage shed, a one-bay enclosed steel building on a concrete foundation, and a three-sided structure for cold storage. An area to store materials such as earth products, concrete, culvert and other drainage materials is located on site.

ARTS operations include a building that houses a baler for compacting recyclables, an office, a trash compactor, an outbuilding that has historically been used as a “swap shop”. Numerous roll-offs, shipping containers and 50’ trailers for storing recyclables are also present. An area to dispose of brush and yard waste is also located on the property.

Scope of Services

The consultant engaged by the Town shall perform a feasibility study to assess the layout, efficiency, and safety of the transfer station and look at the needs for potential upgrades to the facility due to the increase in use over the past several years. 

The consultant will be required to assist the Town in recommending appropriate footprints and layouts for each of the tasks by considering current and future space needs, with an estimated design life of 30-40 years.  Space needs should be based upon professional estimations and prior construction experiences for comparable or similar facilities.

The consultant will be required to provide a detailed analysis (with supporting background information) in the form of recommendations for each of the following tasks:

Task 1 – Traffic Patterns

Analyze existing facility layout and daily vehicle traffic counts to create a safer and more efficient traffic pattern to accommodate large volumes of pedestrian and vehicular traffic for the municipal solid waste and recycling deposit areas. This would include ample room for residents to enter, exit, park, and walk to depositing areas. Improve visibility so that residents can find a parking spot without the assistance of an attendant whether the facility is slow or busy.  Evaluate secondary emergency egress options from the facility. 

Task 2 – Municipal Solid Waste (MSW) and Recycling Deposit Area

Analyze existing MSW and recycling deposit stations for safety and efficiency for residents and staff. Evaluate the grade in this area to reconstruct the MSW and recycle area all at the same elevation.  This would help to eliminate trips and falls from staff and residents and make it easier for residents to enter and exit their vehicles while being protected from the weather.

Task 3 - Municipal Solid Waste (MSW) and Recycling Hauling/Removal Area

Analyze existing MSW and recycling hauling area for safety and efficiency for staff and vendors.   

Task 4 – Truck Scale

Evaluate the need and location for a truck scale to better serve residents in disposing of waste.

Task 5 – Phone/Internet Service

Evaluate the phone and internet service to support a card reader for user fee transactions.

Task 6 – Swap Shop

Evaluate the volunteer run Swap Shop for safety and efficiency.

Task 7 - Town Owned Waste Hauling

Explore the possibility of the Town hauling MSW, recyclables, and demolition debris with Town owned trucks to commercial waste management disposal facilities.

Task 8 – Curbside Collection Services.

Evaluate the possibility of the town participating in curbside collection activities.

Task 9 – Highway/Grounds/Facilities Operations Area

Evaluate the construction or an addition to the current building, large enough to store all town owned equipment under cover. Include reception area, offices for director, 3 division superintendents, and a mechanic. A locker room for both male and female, kitchen/breakroom/training room, storage of chemicals/oils/lubricants, a carpentry shop & supply storage for the facilities division, and a bay for working on small equipment within the grounds division.

Evaluate the existing salt and sand storage building and make recommendations for dousing liquid deicers and liquid dust control for gravel roads.

Evaluate existing materials storage and stockpile area for highway operations.

 

GENERAL CONDITIONS:

Indemnification: The Town’s insurance carrier does not permit it to indemnify any contractors or their agents for services performed.  Therefore, the Town will not agree to any indemnification contract language for any of the parties involved in this project.

Ownership of documents: It shall be understood and agreed by all parties that once the Town has fully paid for any work performed under this RFP and all activities related thereto, the Town shall not relinquish any ownership rights to the documents and records that may be generated on its behalf.  (In other words, the Town shall own the work and products it pays for.)

The Town of Antrim assumes no responsibility for any costs associated with the preparation of proposals or participation in the selection process in response to this RFP. 

The Project Manager for the Town shall be the Director of Public Works, in consultation with the Town Administrator; however, the project owner shall always be the Town of Antrim.

PROPOSAL REQUIREMENTS:

Due Date: 

Proposals are due to be received by the Town no later than 2:00 PM, June15, 2026.  Reply to the Office of the Board of Selectmen, 66 Main St, P.O. Box 517, Antrim, NH 03440.  It is requested that nine hard copies and one electronic copy be submitted.  This is not a sealed bid process and all documents received are subject to the provisions of the New Hampshire Right to Know Law (RSA 91-A).  It is anticipated that a “short list” will be developed for further review by the DPW Director, Town Administrator, and Board of Selectmen.

Approach strategy & timeframes:

The proposal should include a summary of the consultant’s understanding of the project and describe the general approach to be used with timeframes for the completion of each task along with the expectations you have of the Town’s participation and obligations.  Describe in detail how the consultant intends to work with Town staff.  There should be a breakdown by task of the anticipated meetings that will take place and the estimated hours assigned to its staff for each task.  It is important that the selected consultant be capable of providing evidence of its commitment and past results in responding to its client’s needs in a timely manner, completing projects on time, and its ability to do this project efficiently with flexibility and creativity.

Fees:

The proposal must include a total, not to exceed fee for Tasks 1-9, broken down by task.  Fees for services shall include all deliverables and subcontractor expenses (if any), except for reimbursements for the copying of bid documents and specifications.  A summary of the firm’s billing practices should also be provided.

Project team (personnel & subcontractors):

The proposal should include a list of all personnel and subcontractors (with their personnel, if applicable) to be assigned to the project with a list of each person’s responsibilities, credentials, and past experiences.

Project experience:

The Town is seeking a firm that has extensive experience in the design of a solid waste/transfer station facility or facilities designed to accommodate similar work environments. The proposal should include a list of at least five (5) relevant projects in which the firm and/or its personnel played a key role.  A summary of the firm’s history should also be included.

References:

The proposal must include a list of at least five (5) client references (with contact information) for related services performed within the past ten (10) years. 

Insurances:

Proposals must include a copy of sample insurance certificates with dollar coverage amounts to cover assigned personnel who will be engaged on behalf of the Town.  The Town reserves the right, however, to negotiate additional terms and coverage upon acceptance of the proposal.  In addition, the Town will require an original certificate of insurance with a cancellation limitation clause that identifies the Town of Antrim as additional insured prior to the start of any actual work.

Proposed contract with waivers and exclusions:

Provide a sample contract form to be used as a basis for an agreement with the Town of Antrim, with the understanding that both parties reserve the right to negotiate all actual terms and conditions to achieve mutual agreement.  Contract proposals should list all waivers, limitations, and exclusions; however, it must be noted that the Town will not agree to limit the professional liability of the Towns Consultant to the value of the contract.  Contract proposals should also include reference to this RFP as a basis of understanding.

Conflicts of interest:

The proposal must include a statement on how the firm will prevent or mitigate any perceived conflicts of interest that may exist based on relationships with Town officials or other clients.

Withdrawal of proposal:

Any of the consultants who submit a proposal in response to this RFP may withdraw their proposal at any time in writing prior to the execution of a contract, in which case the Town shall turn to the next best qualified firm (using its sole discretion) for the negotiation of a contractual agreement.

Additional information:

Proposals should include a statement regarding any past, present, or pending litigation with a governmental agency or other owner.

Interested consultants are invited to include any additional information they deem necessary to demonstrate the respondent is adequately prepared in technical experience to meet the needs of the Town on this project.

While not required as a prerequisite for submitting a proposal, any site plans, floor plans or schematic drawings representing the consultant’s initial conceptual thinking about this project would be welcome and will be viewed as strengthening the overall proposal.

Proposal evaluation and basis for award:

The Town reserves the right to accept or reject any proposal and to waive minor defects or informalities; and to request additional information from prospective consultants.  The evaluation and selection of the best qualified firm is not intended to be a process of determining the low bid. Ultimately, the Town shall base its decision upon the following criteria:

  • Capacity and skill to perform the services requested
  • Understanding of the project
  • Previous design and construction of similar facilities, including but not limited to municipal waste management facilities.
  • Any past projects or relationships with the Town of Antrim
  • Reasonableness of timeframes offered
  • Quality and thoroughness of the proposal
  • Performance during the interview process
  • Fees
  • Sufficiency of resources
  • Travel distances to the Town from the consultant’s base of operations of key personnel
  • Any other applicable factors as the Town may determine to be necessary and appropriate
