FULL-TIME, 37.5 HOURS PER WEEK              FLSA STATUS:   EXEMPT

AFFILIATION: NON-AFFILIATED                     ANNUAL SALARY: $110,000-$128,000

ABOUT THE ROLE:  The Town of Salem is seeking an experienced and innovative leader to join the Community Development team and serve as its Director of Community Development. This position serves as the Town's principal administrator responsible for planning, land use, building services, and community development initiatives.

ACCOUNTABILITY:  Reports directly to and is accountable to the Assistant Town Manager

DUTIES:

  • Direct, manage, and supervise the operations of the Community Development Department, including the Planning and Inspectional Services Divisions.
  • Oversee administration of the Town's zoning ordinance, subdivision regulations, site plan review regulations, and other land use ordinances and ensure timely review of development applications.
  • Promote economic development initiatives that strengthen the local economy while protecting community character.
  • Pursue grant funding and oversee grant administration for planning and community development projects.
  • Develop partnerships with local businesses, nonprofit organizations, developers, and regional agencies.
  • Direct and oversee the administration and enforcement of state building codes, local building regulations, and applicable life safety requirements.
  • Supervise building inspectors, administrative staff and other assigned personnel.
  • Ensure timely review and issuance of building permits, certificates of occupancy, and related approvals.
  • Develop policies and procedures to improve permitting, inspections, and customer service.
  • Coordinate building code enforcement activities with the Fire Department, Municipal Services, and other departments as appropriate.
  • Oversee the Geographic Information Systems (GIS) Manager.
  • Coordinates the development of the Capital Improvement budget with the Finance Director, Assistant Town Manager, and other stakeholders.
  • Develop departmental goals, policies, procedures, and performance measures.
  • Prepare and administer the department's annual operating and capital budgets

REQUIREMENTS: (below is a summary, please see job description for full details.)

  • Bachelor's degree in Planning, Public Administration, Community Development, Construction Management, Engineering, Architecture, or a closely related field.
  • Seven (7) years of progressively responsible experience in municipal planning, community development, building services, or local government administration, including supervisory experience.
  • Preferred Qualifications: American Institute of Certified Planners (AICP) certification, Building Official certification or experience managing building code enforcement operations.
