REQUEST FOR PROPOSALS

RFP No. 26-02 

ROADWAY CRACK SEALING SERVICES 

The Town of New Hampton is seeking proposals from qualified firms for roadway crack sealing services as described in this Request for Proposals. Proposals clearly marked “Roadway Crack Sealing Services Proposal” will be received until 4:00PM, Monday, April 16, 2026, at the Town Hall, 6 Pinnacle Hill Road, New Hampton, NH 03256. 

The Town of New Hampton reserves the right to accept or reject any and/or all proposals or any part thereof, to waive any formality in the process, and to accept the proposal considered to be in the best interest of the Town. Failure to submit all information called for may be sufficient grounds for disqualification. The Town of New Hampton reserves the right to cancel this request at any time for any reason. 

GENERAL: DPW will identify street sections for crack sealing. The sections will be packaged into groups that support a day’s worth of work for a crew.  

Traffic control will be provided by the contractor.    

Payment will be based on completed work using the accepted unit of measure for the work. Proposers should provide prices for the following work period: 

  • May 11, 2026 through August 28, 2026 

Successful proposer will hold contract prices firm during the work period noted above. Upon acceptable completion of the first-year services, as determined solely by the Director of Public Works, services may be extended for up to three (3) consecutive one-year periods. The fees or compensation payable to the contractor for the second and subsequent years of the term shall be adjusted upward or downward to reflect changes in the cost of doing business as measured by fluctuations in the Consumer Price Index (CPI-U) published by the U.S. Department of Labor, Bureau of Labor Statistics, for the (Boston-Cambridge-Newton, MA-NH), all urban consumers, not seasonally adjusted, all items.  At the start of each new contract year and every year thereafter, the fees or compensation shall be increased or decreased in a percentage amount equal to the net percentage change in the said CPI-U. Beginning with the month of March in each succeeding year of this Agreement and every twelve (12) months thereafter, the net change in the said CPI-U shall be the change for the proceeding twelve (12) month period, based upon the March CPI-U of that contract year.
