Building Construction Manager

The City of Keene is seeking an experienced Building Construction Manager to provide technical and supervisory leadership within the Community Development Department. This position administers and enforces the New Hampshire State Building Codes, serves as the Deputy Building Official, and assumes the responsibilities of the Building Official in their absence. The role requires sound judgment, professionalism, and strong communication skills when working with contractors, design professionals, property owners, staff, and the public.

About the Role

The Building Construction Manager oversees building construction activities, supervises inspectors and administrative staff, reviews residential, commercial, and industrial plans, conducts field inspections, investigates complaints, and determines code compliance. The position advises customers and industry professionals on code requirements, interprets applicable laws and regulations, issues Certificates of Occupancy, and takes appropriate enforcement action when necessary, including stop work orders and violation notices. The manager may also represent the City in legal proceedings and make code rulings in complex or ambiguous situations.

In addition to technical responsibilities, the position provides administrative and operational leadership, including budgeting, staffing, recruitment, training, performance management, policy development, and division reporting. The manager serves as staff to the Local Board of Building Code Appeals, participates on boards and committees, researches and recommends updates to construction-related ordinances and codes, and may lead damage assessment teams following emergencies or natural disasters. Minimum Qualifications:
A Bachelor’s degree or technical degree in building construction, engineering, architecture, construction management or a related field, plus a minimum of 5 years as a certified inspector within a municipal or local government setting with at least 3 years in a supervisory or leadership role.  Certification as a Building Official by the International Code Council (ICC) or the ability to obtain is required.  Additional certifications in plumbing, electrical, and mechanical plans examination are desired, and it is expected that at least 1 advanced certification will be earned each year.  A valid driver’s license is required.

Salary and Benefits:

This full-time position offers a competitive salary range of $81,112– $101,080 annually and will also receive an attractive benefits package which includes low deductible/low-cost health insurance, low-cost dental insurance, State of NH Group I retirement, and other benefits such as life insurance, disability, and paid time off. Municipal employees may also qualify for the Public Service Loan Forgiveness (PSLF) Program.
