The Town of Canaan, New Hampshire requests interested engineering firms to submit qualifications statements for the assessment, evaluation, design, permitting, bidding, and construction administration services, related to damaged municipal infrastructure. This will follow the Qualification Based Selection (QBS) process in accordance with NH RSA 21-I:22 Selection of Engineers, Architect and Surveyors, and 2 CFR 200.320(b)(2)(iv). The projects are intended to be funded through FEMA Public Assistance and/or Hazard Mitigation Assistance Programs.

Interested and qualified firms are invited to provide a qualifications statement which includes the following information:

·         Company Overview 

·         Project Understanding and Approach 

·         Organizational Chart 

·         Resumes of Key Staff 

·         Proposed Subconsultants 

·         Recent Project Experience with FEMA funded projects 

·         References (3 Minimum)

Upon receipt of the qualification statements, the Town may interview firms or waive the interview process and select a firm based on the qualifications statement received. The Town will enter negotiations with the top-rated firm. Fees are not part of the selection process and cannot be included. If the Town cannot reach an agreement with that firm, the Town will terminate negotiations with that firm and enter negotiations with the second-rated firm, and so on until an agreement has been reached.

The Town of Canaan is under no obligation to reimburse firms for preparation and submission of their qualifications or to enter into an agreement with any of the firms who submit.
