SALARY:             $84,219 - $118,747 (starting salary not to exceed $90,000) –

 SUMMARY:

The  Assistant Town Manager/Director of Strategic Initiatives is a new position and is primarily responsible for all large-scale short and long-term special projects undertaken by the municipality.  The ATM/Director reports to the Town Manager and supervises the Information Systems and Parks and Recreation Departments.  Provides technical and staff assistance to the Energy Commission, Telecommunications Committee, and Town Council.  Serves as a liaison with chambers of commerce, business and civic organizations, and regional, state, and federal agencies.  Serves as Acting Town Manager in the absence of the Manager.  

 TYPICAL DUTIES:

  • Plans, organizes and directs strategic initiatives & special projects as assigned by the Town Manager.
  • Assists the Town Manager on a variety of broad Town management issues and serves as Acting Town Manager in his/her absence. Serves as a liaison with chambers of commerce, business and civic organizations, and regional, state, and federal agencies. Negotiates, coordinates and manages professional service contracts. Prepares, writes, and administers grant applications. Assists the Town Manager and Finance Director with the preparation of the annual budget and Capital Improvement Plan.  Establishes and maintains effective relations with all town departments and employees, state and federal agencies, private organizations, and the general public.
  • Assists the staff in each department with communication across all departments and the community where necessary.  Supports and provides supervision and completes annual evaluations of the senior members of the two departments.  Assists town staff in the enforcement of local ordinances and codes. Supervises the preparation of engineering and architectural plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts.  Performs project management duties for the construction of municipal projects.  Ensures contractor compliance with time and budget parameters. Develops and implements plans for long term facility and infrastructure needs.
  • Manages the town response to PFAS and other environmental contamination matters and assists in the mitigation of natural or man-made emergencies.
  • Prepares a variety of studies, reports and related information for decision-making purposes. Monitors inter-governmental decisions and legislative decisions affecting town operations and takes appropriate action, directs the response and ensures conformance with all aspects of Right to Know requests.  Responds appropriately to local citizen inquiries and concerns.
  • Provides oversight and coordination of the town website information and document management systems across all departments.

MINIMUM QUALIFICATIONS:

·         Master’s Degree from an accredited college or university with major course work in, business or public administration or related field,    project management, plus minimum five (5) years related experience.

·         Thorough knowledge of the principles and practices of municipal government and comprehensive knowledge of state laws. The ability to plan, organize, assign, supervise, inspect and coordinate the work of professional and technical personnel engaged in preparing comprehensive research studies, analyze problems, preparing technical reports, and formulating recommendations.

·         Ability to establish and maintain effective working relationships with business leaders, governmental officials, employees, and the public. Communicate effectively, verbally and in writing.  Ability to take initiative under minimal supervision with strong time management skills.

·         OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities.
