The Town of Northumberland, New Hampshire (pop. 2,126) is seeking qualified candidates to fill the position of Chief of Police. The position is appointed by the Board of Selectmen. The anticipated start date for this position is September 1, 2025, or some other date deemed appropriate by the Board of Selectmen.
The next Chief of Police will serve in a full-time capacity, while maintaining high professional standards, and engage with the community. The ideal candidate will be an innovative thinker with substantial managerial experience in law enforcement, be self-motivated, have strong interpersonal skills, and have a commitment to customer service.
Job Summary
Including, but not limited to:
Oversee day-to-day operations of the agency, including staffing, budgeting, scheduling, and resource allocation to ensure effective and efficient delivery of police services. Set the overall strategic direction and goals for the police department, ensuring alignment with community needs, departmental resources, and legal requirements.
To develop and maintain policies, engage in continuing and proper training and instructional procedures, establish effective working relationships with employees and the general public, government officials, and civic leaders.
Additionally, to have a strategic focus on recruitment/retention, build and maintain relationships with other local and regional agencies to improve coordination and area public safety, enhance departmental data analysis capabilities, and maintain the highest level of honesty, respect, integrity, leadership.
Police enforcement such as patrol assigned areas to deter and detect criminal activity, respond to emergency calls and incidents, conduct investigations and gather evidence, write detailed reports on incidents and arrests, unbiased enforcement of traffic laws and issue citations, unbiased enforcement criminal laws, and provide assistance and support to the community.
Knowledge/Skills/Abilities Required
Including, but not limited to:
Extensive knowledge of the principles and practices of modern police administration and police methods and extensive knowledge of the standards by which the quality of police services is evaluated and the use of police records and their application to law enforcement. The ability to plan, organize, and direct the work of subordinates performing varied operations connected with police activities.
Extensive knowledge and experience with budget preparation and management, excellent financial management skills and knowledge/experience of capital planning/management, experience managing employee health and wellness, demonstrated ability to strategically place employees where they can excel, exceptional problem-solving skills, initiative, and the ability to make sound decisions.
Minimum Qualifications Required
Ten years of progressively responsible experience in law enforcement/crime prevention work, currently hold a mid-level or senior command position, with at least two years of experience, and any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities for the role of Chief of Police.
Having attended a training in executive development that covered social interaction skills for law enforcement, police civil liability, police labor & management relations, recruitment & retention, budgeting, policy development and policy projects, strategic communications, media interviews, strategies for success, executive leadership, strategic thinking & planning, labor and management relations, and other similar topics is preferred.
All candidates must hold a current law enforcement officer certification in good standing, through the State of New Hampshire Police Standards & Training Council, while currently being employed as a full-time law enforcement officer.
