The Right-to-Know Law and Public Meetings
Join Legal Services Counsel Stephen Buckley and Municipal Services Counsel Jonathan Cowal who will discuss the procedural and notice requirements for holding a proper public meeting, as well the exceptions to the meeting requirement (the so-called "non-meeting"). This webinar will also address public comment at public meeting and suggestions for establishing rules of procedure for public comment.
The attorneys will discuss the purposes for which public bodies may hold a nonpublic session, as well as the procedural requirements for a proper nonpublic session and the recording and potential sealing of the minutes of a nonpublic session. This webinar will also address difficult "meeting" issues, such as communications outside a meeting and electronic means of communicating, and penalties and remedies provided in RSA Chapter 91-A.
