The very popular Q & A segment of this workshop is the opportunity to get your questions answered and to learn from the inquiries posed by others.  There is no such thing as a silly question, so bring those gnawing budget questions to the NHMA panel of experts.  We will do our best to answer on the spot, and if we can’t (which happens on rare occasion) we promise to follow up with you after the workshop.

1:30 –2:45                               Successful Budgeting in a Pandemic

This panel of seasoned municipal officials will share their experience and advice for managing municipal budgets during the Covid-19 Pandemic.  Municipalities are anxious about where the money is coming and when, and how they get it.  A multiplicity of federal and state programs, from the CARES Act to the Municipal Relief Fund established by Governor Sununu, challenge local government officials to creatively employ new streams of funding to help offset increased municipal operating expenses and declining revenue.

Presented by:  Scott Myers, City Manager, City of Laconia, David Caron, Town Administrator, Town of Derry, and Nicholas (Nik) Coates, Town Administrator, Town of Bristol

2:45– 2:50                               Afternoon Break

2:50 – 4:05                              Property Taxes and State Aid to Municipalities

The final session of the day will explain the property tax rate setting process, including how to estimate budgetary impacts on the property tax rate for your municipality.  Municipal funding included in the biennial state budget will be reviewed along with the history and trends of state aid to municipalities.

Presented By:   Becky Benvenuti, NHMA Government Finance Advisor and Margaret Byrnes, NHMA Executive Director
