Legislative Affairs Manager

 PRIMARY DUTIES

The Legislative Affairs Manager manages and administers the activities and operation of the City’s legislative process, the Board of Aldermen, and myriad boards and committees.  Working under the direction of the President of the Board of Alderman, this position develops policy and implements programs to enhance and develop a comprehensive approach to government including strong communications between the administrative and legislative branches and the public and business community.  Responsible for the multiple functions of the Legislative Office including initial on-the-job training for newly elected aldermen, developing and maintaining a system for tracking ordinances and resolutions for the Board, and for the preparation of agendas and minutes for meetings of the Board of Aldermen and related Boards and Commissions.   The position is full time.

 MINIMUM REQUIREMENTS

College degree plus additional schooling, Masters’ Degree in Political Science preferred, comprehensive knowledge of local legislative procedures and budgetary principles within a municipality.  Must have comprehensive knowledge of the Municipal Code of Ordinances (NROs and City Charter) and abstracts of related law and must be proficient in the use of personal computers and all software necessary to the position including Microsoft Windows, Adobe Acrobat, Lawson/Infor and other applications.  Must possess strong management skills including the ability to prepare reports, establish and maintain effective working relationships with employees, managers, elected officials, and members of the public.  Ability to effectively train and evaluate personnel and possess strong oral and written communication skills.
