Grade 21 General Statement of Duties: Administers Geographic Information System (GIS) information technology systems; develops specifications for design, implementation and support of related software; ensures GIS technology and integration needs are met; performs related work as required. Examples of Essential Work: - Serves as main point of contact for all Geographic Information System (GIS)-related inquiries and activities for both internal and external customers;
- Manages GIS-related activities including development, integration and maintenance of the City's GIS resources;
- Identifies and provides recommendations regarding GIS staffing and training requirements and needs;
- Develops GIS-related policies and procedures, and promotes cross-organizational sharing of GIS-related data and activities;
- Provides appropriate guidance and advice in projects involving GIS, in accordance with City IT policies and best practices, functional requirements, and system design;
- Establishes standards for and performs quality control for all GIS data and applications;
- Administers installation and operation of GIS infrastructure including server software, databases, cloud-based resources, and client software;
- Supervises and manages data in the City's enterprise-wide GIS data repositories;
- Supervises the day-to-day delivery of the City's GIS data over internal network and internet/intranet;
- Maintains and updates the GIS portion of the City's internal/external website(s);
- Supports the formulation of project objectives and system development requirements for GIS-related activities including preparing specific project plans for scope, budget, and schedule;
- Produces, develops, monitors, manages, and performs GIS data editing tasks, processes and workflows;
- Utilizes GIS analysis tools to solve spatial problems resulting in maps, graphs and/or reports;
- Troubleshoots and resolves GIS data issues and processes;
- Manages GIS-related contractor activities including contract specifications, budgeting, progress tracking, and deliverables;
- Supervises and prepares technical documents and instructional materials, including status reports and requests for continuing GIS projects and funding;
- Prepares budget recommendations for GIS-related activities;
- Provides GIS functional and technical support and advice to City GIS users;
- Recommends and coordinates training activities and resources for City GIS users;
- Acts as GIS technical liaison/advocate for City users with third-party software vendors;
- Applies GIS technologies for related software systems as appropriate for computing systems, software environments, infrastructure, and equipment currently in use by the City;
- Participates in system design and testing for new or modified systems in coordination with other IT staff;
- Performs troubleshooting, file recovery, and debugging as needed;

Acceptable Experience and Training: - Graduation from an accredited college or university with a Bachelor’s Degree in GIS, Computer Science or related field; and
- Some experience with enterprise GIS administration, including GIS servers, database management, and GIS-related projects for both desktop and internet/intranet, preferably with experience in government or urban settings; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
