Fund Accountant/Deputy Tax Collector

SUMMARY:

Under the direction of the Finance Director/Tax Collector, the Fund Accountant/Deputy Tax Collector is fully responsible for the Sewer Fund, Capital Fund and other non-major governmental funds as assigned.  The Fund Accountant must be a team player with excellent communication skills and have the ability to adapt to the needs of our organization. In addition, the Fund Accountant/Deputy Tax Collector assists with the property tax collection process. The position is further responsible to provide secondary back up for the motor vehicle registration and tax collection window should the primary back up for this function not be readily available.

 TYPICAL DUTIES:

ü  Verify and post daily tax and motor vehicle cash receipt batches submitted by the window clerks.

ü  Process sewer assessment bills as needed and process quarterly sewer usage bills.

ü  Respond to sewer related inquiries, including billing disputes and final bill requests.

ü  Participate in the preparation and collection of the semi-annual property tax bills

ü  Assist with responses to customer inquiries related to property taxes.

ü  Prepare Impact Fee billing as needed and prepare quarterly schedules for web posting.

ü  Maintain sufficient internal controls for assigned funds and accounts to ensure compliance.

ü  Maintain all related records and perform regular reconciliations for assigned funds.

ü  Regularly update the Finance Director and Public Works Director with financial reports for related funds, such as the capital fund, the sewer fund and fiduciary funds.

ü  Provide secondary backup coverage for the window clerks in the Tax/MV office.

ü  Perform other duties as assigned.

 MINIMUM QUALIFICATIONS:

Associate’s degree or higher in accounting or a related field with a minimum of three years of experience in accounting and either familiarity with New Hampshire municipal financial procedures or successfully complete the New Hampshire Government Finance Officer Association accounting certificate program over the next two years as funded by the Town. Must demonstrate strong computer skills with accounting databases and software and general office programs.  Must also become familiar with the New Hampshire Tax Collector Association policy and procedures. Must also successfully complete the State of NH Motor Vehicle Agent training within one year of hire.
