The State of New Hampshire, Department of Transportation is seeking candidates to fill the position of Deputy Commissioner.
The position of Deputy Commissioner reports directly to the Commissioner, providing executive agency leadership. The role requires direct oversight of three divisions: Finance, Policy and Administration, as well as Aeronautics, Rail and Transit. Each Division is managed by a Director (an unclassified position) who reports directly to the Deputy Commissioner.
The primary role of the Deputy Commissioner is to coordinate the development of an annual budget of approximately $675 million and to provide financial oversight for the State’s Ten Year Transportation Plan. The operating budget supports approximately 1650 full time employees and is comprised of a mix of funding sources including, federal aid, state, and turnpike funding. The Deputy Commissioner is responsible for the related compliance, reporting, and financial controls associated with those funds. Additionally the role requires oversight and development of policies and procedures for all department functions.
AREAS OF RESPONSIBILITY: long and short range department level planning in areas of strategic, financial, and workforce programs, policy development, evaluation and audit of financials, workforce and compliance requirements, adjudicative hearings, public information, and serving as liaison with the Department of Information Technology.
QUALIFICATIONS: a bachelor’s or master’s degree from an accredited institute of higher education with a major study in business administration, public administration, legal, engineering, or a field related to public sector management. Ten years of experience with progressive responsibility for financial, administrative and policy functions, four of which shall have been with responsibility at an executive level. Experience or knowledge of transportation systems and management is highly desirable.
