Collections Clerk

 QUALIFICATIONS:  An applicant for this position must have graduated from high school, or earned a graduate equivalent diploma (GED), and taken supplemental or additional training in bookkeeping and commercial subjects.  Must have strong communications and interpersonal skills, computer experience and state certification for collections is required within 1 year of hire.   One or more years of experience in bookkeeping or related clerical work is required or an equivalent combination of training and experience.  Applicant will be required to complete the following required training:  a) NH Department of Motor Vehicle training for motor vehicle title and registration and boat registration (1-2 weeks); b) NH Department of Revenue Administration for new tax collectors (2 days), and c) NH City and Town Clerks Association for new clerks (2 days).

DUTIES/RESPONSIBILITIES:  The purpose of this position is to perform responsible bookkeeping and clerical work under supervision, collecting most City revenues and applying interest and/or other late payment charges as appropriate i. e., property taxes, utility receipts, motor vehicle registrations, etc.  A collections clerk will assist in other related tasks to provide for the orderly functioning of the office.  The work involves recurring contact with customers, other employees, officials and agencies.  This work is subject to review according to the City's personnel plan through observation, reports and the results achieved.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

1.         Collects, receives, examines, verifies as to proper form and content, processes, records, posts and reconciles as appropriate all payment types, current and outstanding, to the City e.g., property taxes, motor vehicle registrations, parking violations, water and sewer revenues, interest and penalties.   Prepares duplicate bills and issues receipts as needed.

2.         Answers in-person, telephone and written inquiries, service requests and complaints from customers in a helpful, courteous and efficient manner.  Ascertains the nature of the inquiry, service request or complaint and answers appropriately. Those customers requiring assistance beyond the individual's knowledge or experience or who persist in being unpleasant are referred to the appropriate responsible person.

3.         Answers questions requiring knowledge of state laws, ordinances, rules and regulations and office procedures.

4.         Opens and processes mail.

5.         Posts payments, statements and lists to various computer based or hard copy ledgers, registers, journals and reports.
