Executive Board Meeting
Plodzik & Sanderson, Concord
October 21, 2004
Members Present: President Blandine Shallow, presiding, First-Vice President Patricia Woolsey, Second-Vice President Joan Porter, Secretary Kathleen Cassady, Workshop Coordinator Linda Hardy, Legislative Chair Jill Hadaway, Education Committee Chair Cheryl-Ann Bolouk, and Director of Public Relations and Certification Committee Chair Kathy Seaver, George West.
The president called the meeting to order at 9:45 A.M. in the Board Room of Plodzik & Sanderson.
President Blandine Shallow welcomed new members, Kathleen Cassady and Linda Hardy.
A motion was made by Joan Porter seconded by Linda Hardy to accept the minutes of September 22, 2004. A unanimous voice vote approved the motion.
George West welcomed us.
Blandine read an email from Teri Colton, President of the Connecticut Tax Collectors Association thanking us for a wonderful time at the conference.
The Board discussed the email from Moultonborough concerning salaries. Kathy Seaver said NHMA does a salary survey that includes population. DRA has the number of parcels.
When officers are sworn in at the conference the C ertification Committee is not to be voted on at convention, it is not part of what the nomination committee presents to the executive board. Please contact Joe Wiggett and let him know for next year.
Blandine reported Terry Upton is the new member of the by-law committee.
Patty Woolsey reported on the list of County Coordinators. Carol Lacasse is not sure she or Debbie Cornett can do it. Patty still needs to contact Gail Purrington, JoAnn Platt, Kathy Valliere, Tammy Flewelling, Rockingham County and Merrimack County. Grafton County is all set.
The County Coordinators will be invited to the February Executive Board meeting. The meeting will be held at the Town Clerk's Office in Bow.
Many county coordinators have run out of ideas. Any suggestions would be most helpful. Each coordinator has email addresses of the clerks. They could call each town in their county after elections to get information on election results. LGC keeps track of email addresses and the Board secretary sends this information to Lori Walters at LGC.
A discussion regarding who makes committee appointments ensued. The president appoints Special Committees. Chairs of the standing committees normally appoint their members.
Jill stated the Legislative Committee is all set. She has some new members, David Fredette of Nashua, Kathy Valliere of Greenville and Dawn Foss of Concord. Kathy stated the Certification Committee would be meeting after lunch. Blandine will appoint the Finance and Scholarship Committee members. The Education Committee is all set.
Reports:
Blandine asked the Board on behalf of Treasurer Pat Milone to transfer $14,000 to a Citizens bank account. Cheryl made a motion to approve the transfer, seconded by Pat Woolsey.
Secretary Kate Cassady reported she had mailed out clocks, badges and the list of new Board members to the DRA and the NHCTCA.
Kathy Seaver reported the Certification Committee would be meeting this afternoon. Certification classes will be held August 15-19. The cost is $75 for re-certification.
Jill Hadaway spoke about proposed changes in legislation. The DRA should be asked about changing the Current Use form because the instructions say the form will act as a warrant. The President should contact DRA. This law is clear and the form is incorrect. Forms are on line so this should be easy to correct. Jill asked whether there was anything we wanted to address as new bills are filed in December. Language needs to be cleaned up in RSA 80 regarding tax liens recording to current owner or billed owner. The sections regarding the current owner is okay, the part that recorded lien should go to current owner. Kathy Seaver discussed using the postmark as the date payment is received per RSA 80:55, IV. The Board also discussed changing the time frame to 45 days for recording lien redemptions. There is a proposed “LSR” that will not hurt anyone but will help those who wanted it.
Education Committee Chair Cheryl stated that the session at the Local Government Conference would be “Ethics & Integrity for Tax Collectors and City & Town Clerks.” The committee will meet again in January for spring workshop discussion.
Joan Porter reported April 2 is the date of the Marlborough Spring Workshop. LGC will search for a place to hold other workshops. LGC prints the forms and does a lot of the work.
Blandine stated Pat Milone had done some research on the New Hampshire Tax Collectors Association having its own domain. The cost would be approximately $9.95 per month. The present Website is built and maintained by the LGC. The Board decided to hold the discussion until the next meeting when Pat Milone would be present to provide more information.
Other business
Vikki Fogg said the Balsams will be charging the following rates for next year's conference: $552.00 single; $ 435 double; guest $597; and single $470 double.
Following a discussion of location of future board meetings it was concluded that Concord was still the central location for all. The Towns of Meredith and Bristol were also mentioned as alternate sites.
Blandine asked whether the Board does anything for retiring board members. It appears it varies upon the number of years someone has served on the Board. Kate Cassady asked for a motion to replace the clock that was lost. Patricia Woolsey made the motion to replace it, seconded by Linda Hardy. The vote was unanimous.
Kathy needs everything for the newsletter by November 22.
The next Board meeting was scheduled for January 13, 2005 at 9:30 AM at the Office of Plodzik and Sanderson in Concord.
The following will be included in the newsletter and Internet items of interest. There is an exception to the utilizing the postmark date. Tax liening and tax deeding use the date payment is received in the office.
Cheryl Bolouk read correspondence from Attorney Bernard Campbell thanking the Association for having Bernie and his wife as guests at the conference.
Jill Hadaway discussed a letter she received from Elaine van Dusen from Newport regarding record retention. Elaine wanted to be able to only hold documentation regarding tax deeding for a certain amount of time. The Record Retention Board has changed wording that all documents pertaining to a deed be kept permanently. Jill Hadaway volunteered to respond to her letter. Jill offered to remain on the Board as she is most familiar with what has been done.
The motion to adjourn was made by Joan Porter seconded Cheryl-Ann Bolouk at 12:15 PM.
